Parker (a character i can’t control) and the girl i control in the game aren’t married yet, altho they do have a son together who is a child (the son lives with my girl, obviously). How is she suppose to propose to him, if she can at all, so they can get married? Their relationship meter thing is completely filled and it says they are a “romantic interest”, but i still cant get them to marry.

Use flirting interactions until the icon in the top left says “finds [name] extremely irresistible” and it should be there.
whan you go to the talking menu thing click romantic, the click go stedy, then if he says yes then firt, kiss (etc.) and then click romantic and click propose.
you have to keep doing romantic interactions and the option will become available (:

The first step is Propose…Go Steady. Then you can Propose…Marry and have a Private Wedding (instant) or a throw a Wedding Party (not very quick). Keep in mind, the one who proposes determines the family’s last name. The romantic interactions must continue *uninterrupted* until he finds her “extremely irresistible.” Then he’s primed for proposal (and woo hoo as you already know).
If you want to move him in, there’s a cheat to do so. Enter in “testingcheatsenabled true” and shift-click on Parker. There should be an option Add to Active Family. Tah-dah, there he is. Now he’s controllable and can do the proposing.
If he lives in the neighborhood, of course you can move him in without a cheat, by simply going into Edit Town and either Split Up his household or Merge With…either way, you can move him into the house.
